Maintainer's release procedure

	- change version in configure.in, AM_INIT_AUTOMAKE
	- change version in tcpxd.c, VERSION 
	- make dist,
	- test,
	- rcs -sRel RCS/*
	- copy to web server,
	- announce on freshmeat.net.
